Imagine LA is a non-profit organization whose vision is to mobilize the faith community to help make Los Angeles a city where no child sleeps on the street. Imagine LA's efforts are focused on the Los Angeles County homeless family population, which is growing at an alarming rate - 35% in the last year alone. Currently there are nearly 8,000 homeless families with over 18,000 children in Los Angeles. In Los Angeles there are also over 8,000 churches, synagogues and mosques. Just imagine if each one of these faith-based organizations helped a homeless family achieve long-term housing, self-sufficiency and helped the children thrive...

Mission

Imagine LA's primary mission is to provide homeless families with the support and resources they need to help themselves move into permanent housing, obtain the life skills needed to sustain self-sufficiency, and access resources to ensure that their children thrive long-term. Imagine LA's secondary mission is to provide faith communities with a volunteer led program that enables them to participate in a comprehensive solution to family homelessness, not just another band aid service project. To fulfill both missions, Imagine LA has developed the Supportive Sustainable Family Housing (SSFH) program.

Background

In the world of family homelessness today, besides employment, the three largest barriers to achieving lasting independence are the initial cost of obtaining housing, actually securing housing (especially with a record of an eviction or bad credit), and acquiring and maintaining the basic skills and discipline of a self-sufficient life. Imagine LA's seeks to break through these barriers by working with a combination of faith communities, existing homeless service agencies and a variety of financial resources.

Approach

Imagine LA's Supportive, Sustainable Family Housing (SSFH) program is a two-year program that engages faith communities and existing service providers and other stakeholders to address and eliminate family homelessness one family at a time. It is a comprehensive program of rapid re-housing, mentorship, social services and professional case management services that empower families to exit homelessness, achieve sustainable self-sufficiency and help their children thrive.

It does not re-create the wheel, but rather harnesses the volunteer resources of the faith communities to provide a continuum of care and services effectively and economically to address gaps in service, that have in the past have been major barriers to families struggling to truly exit homelessness. In addition, because the program is a step-by-step process from homelessness to a sustainable exit, the outcomes are clear and measurable.

Process

The SSFH Program begins with the matching of a Faith Partner with a qualified homeless family currently residing in a nearby Transitional Housing Partner facility. Next, under Imagine LA's guidance, the Transitional Housing Partner's Case Manager, the Family and the Faith Partner's Family Support Team creates a two-year Independent Living Plan and Budget for the Family. This Plan is based on the family's goals and includes: budgets, services, training, health, nutrition, wellbeing and home economics. It identifies specific areas where the Family Support Team can provide services, educational and employment opportunities, and mentoring for every member of the Family. Once the ILP is mutually agreed upon the Family is placed into long-term housing. The Faith Partner, via Imagine LA, provides the funds to cover the initial lease costs to secure housing (first and last months rent plus a security deposit). The Faith Partner also furnishes the apartment through donations from the congregation. This helps stabilize the family more quickly.

Once the family is settled the Faith Partner Support Team volunteers begin to work with the Family members as mentors and coaches to build the life skills and achieve their Plan goals. This is gradual step-by-step process that builds lasting relationships and self-esteem.

Supportive Sustainable Family Housing (SSFH) program features:

Faith-based organizations become Imagine LA Faith Partners and agree to provide both a Family Support Team and Sponsorship Funds ranging from $1,000 to $5,000 depending upon ability. These funds are used primarily for rental deposits and Plan specified items and a safety net.

Homeless Families are identified by our Transitional Housing Partners early in a Family's transitional housing process. A family must be working, at least part-time prior to their becoming an Imagine LA Family.

Case Management provided by Transitional Housing Partner and Beyond Shelter.

Independent Living Plans and Budgets are developed prior to a Family being moved to long-term housing.

Rental Subsidies are provided directly to the landlord.

Faith-based Support Teams are involved with the Family for a minimum of two years. The Support Teams agree to:

Attend Homelessness sensitivity and mentorship training

Furnish the family's home through donations from the congregation

Not to pressure or require any religious activities

Maintain confidentiality about the Family and if working extensively with any member of the family, obtain a background check

Not to give money or gift cards directly to the Family.

History / Current Status / Goals

Imagine LA began as an initiative of the Bel Air Presbyterian Church in 2006. In 2007, Imagine LA became a separate 501(c)3 and began working with our first family who was homeless and developing the SSFH program. In 2008 Imagine LA completed is pilot program in West Los Angeles with five families and Faith Partners (Bel Air Presbyterian Church, Thad's, Malibu Presbyterian Church, Leo Baeck Temple, and B'Nai David Judea). In 2009 - 2010, we are expanding into the San Fernando Valley, Hollywood mid-city, Pasadena and Whittier areas of Los Angeles. The typical homeless Mom is trying to survive without adequate housing, childcare, and access to support services. Her children are often uneducated; shuffled from one school to another due to the transient nature of no permanent housing. Homeless children, more often than not, drop out of school, fail, or join gangs.
The most innocent victims of family homelessness are the children. They are the ones who suffer the most, not knowing where their next meal, bed, or school is. The following transcription of an eleven year old homeless girl, speaks for itself.

From a tape recording of an 11-year old girl in an emergency shelter

"You think you know what homeless mean but you don't know nothin' 'bout homeless. You think homeless mean you ain't got no apartment, you ain't got no bed for yourself, ain't got no place to wash off when you soil or you be sweaty. Well, bein' homeless mean more than that.

It mean you ain't got no next-door neighbor, no best-friend no more. You don't got no favorite place to play, or hide your candy money. You don't even got your own seat in your own classroom, you be movin' so many time. Don't know the teacher name. So who care? She don't know your name either.

You ain't got no good memories of holidays or the movies or even rides. You ain't even got yourself bad memories. You know why? You bet you don't! 'Cause one shelter look like the next, and soon you can't remember how long you been in this one or that one. Anyway, it don't make no difference. Not after a while it don't. You know why? 'Cause you be doubling up so many nights in the same bed covers, sharin' the same potty so many nights, that one mornin' you turn into the other person.

So don't tell me you know 'bout homeless kids. And don't ask me if I understand what happen' to my family bein' we got no home. They invisible and so is me. I not here anymore. I died three years ago. Hey, you wastin' your time talkin' to a dead person."

* Please note that these matters do, indeed, precipitate homeless episodes; however, the underlying cause of extended family homelessness is simply the lack of affordable housing. Struggling parents in low paying jobs and the decreasing access to available Section 8 or other low-income housing is ultimately a losing situation. Imagine LA's current programming does not include the development of low-income housing, but we applaud and encourage those efforts.

Imagine LA SSFH program tries to catch families before they have
spiraled too far down and give them a long-term lift up. Imagine LA
works with Agencies providing transitional housing or shelter (our
Transitional Housing Partners) to indentify appropriate families before
they have to move to the next temporary place. They find us families
with working parents that ultimately have the ability to earn enough to
pay rent but given their current lack of funds, probably overdue debt,
bad credit, eviction history, and find themselves in a no-win situation.

In partnership with a Faith Community, the Imagine LA SSHP Program
gets the family into an apartment they can afford long-term with
mentoring and case management that will help them get the life skills
they need to live a productive, independent and hope filled life. The
apartment is secured by providing the initial lease costs and a
guarantee. In addition, there is a sliding scale rent subsidy over the
first year to give the family breathing space to pay off debts and get
the job training they need. The Faith Community also moves the family
in and provides furniture and other necessities to insure that the
family can focus on getting their lives back together and feeling a
sense of home (as opposed to finding and paying for beds, a pan, some
towels etc.).

Each
Family has a two year Independent Living Plan & Budget (ILP&B)
that becomes both the case manager and the Faith Community's blueprint
for working with the Family. The ILP&B identifies volunteer
appropriate activities that teach basic life skills, provide mentoring
and enrichment activities, provide and access to resources the families
would not otherwise have. For example, volunteers help with weekly
meal planning, shopping and preparation which are beneficial to the
family from a nutritional perspective, a budget perspective and a
family relationship building perspective. Each member of the family is
provided a mentor that helps them achieve their goals, potential (like
getting into college or getting a better job) and have some fun - like
learning to swim! Many families do not have cars and therefore
volunteers can help with transportation.

Imagine LA families are required to work diligently (weekly) on
their budget; both tracking and accounting for all expenses. This is
done with their case manager or a designated volunteer.

In the world of family homelessness today, besides employment, the
three largest barriers to achieving lasting independence are the
initial cost of obtaining housing, actually securing housing
(especially with a record of an eviction or bad credit), and acquiring
and maintaining the basic skills and discipline of a self-sufficient
life. The Imagine LA SSFH model addresses these barriers and gives
Faith Communities an opportunity to participate in charity that begets
real change, not just momentary relief.
